Paul Dyal
The City of Brooklet (Georgia) has appointed Paul Dyal to the role of city manager. Dyal brings 30 years of experience to his new position and was formerly the administrator in government operations and utility management. “I believe in collaborative leadership and open communication,” he said. “Being visible to the team, listening actively and providing elected officials with timely, accurate information is essential to sound decision making.” He earned a bachelor’s degree in business administration from CSU.
Aaron McKeen
Aaron McKeen of Prattville, Alabama, has been included in Marquis Who’s Who. He is a financial advisor at First Command Financial Services Inc., where he has served since 2021. In his role, he provides financial education and assistance to his clients and holds a passion for mentoring and leadership. He is a 2020 CSU graduate.
Jeremy Metz
The West Metro Fire Rescue (Colorado) has appointed Jeremy Metz to the role of fire chief. He has over 30 years of experience in the fire service, beginning his career in 1992 as a firefighter and EMT with the Colorado Air National Guard and graduated from St. Anthony’s paramedic program in 1996. He joined the department in 1998 and has served multiple roles, including firefighter/paramedic technician, special teams captain, district chief and division chief for emergency medical services. He received a master’s degree in public administration from CSU.
Michael Miley
Michael Miley has been promoted to the role of lieutenant by the Belleview (Florida) Police Department. He joined the department in 2015 and has served in many roles during his career, including school resource officer, field training officer, patrol officer and patrol supervisor. He earned his bachelor’s degree in criminal justice administration from CSU.
Pheng Thao
Staff Sgt. Pheng Thao of the 20th Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE) earned the Financial Management Award for Salute to Excellence in Government Service Exceptional Savings (Individual). He has served in the Army for 13 years and is currently a budget manager for the 20th CBRNE Command Financial Management Directorate (G8). He received a master’s degree in business administration from CSU and is currently working on his doctorate.
Matthew Carpenter
The City of Largo (Florida) has appointed Matthew Carpenter as the new fire chief for Largo Fire Rescue. He has over 25 years of leadership experience and has been with the department for seven years, formerly serving as deputy fire chief since 2021. His career also includes leadership roles with Osceola County Fire Rescue and EMS, Pinellas Suncoast Fire & Rescue District and other Florida fire service agencies. He earned a bachelor’s degree in fire administration from CSU.
Dorian Brabham
The Lafayette (Louisiana) Police Department has appointed Dorian Brabham as its new deputy chief. He is a military veteran with over 23 years of law enforcement experience and has served as a military police officer in the Louisiana National Guard for 11 years. Brabham also serves on the board of directors for Faith House and engaging with the Acadiana Veteran’s Association. He is a 2023 CSU graduate.
Darrell Hunter
Darrell Hunter has been named the new police chief of the Delray Beach Police Department (Florida). He has been with the department since 2007 and brings nearly 20 years of experience to the position. He has served in multiple roles throughout his career, including detective in the Investigative Division, supervisor of the Community Patrol Division and Clean and Safe Unit, and leadership positions as sergeant, lieutenant, captain and assistant chief. Hunter received a bachelor’s degree in criminal justice administration from CSU.
Michael “Scott” McVoy
The Jeffersonville (Indiana) Police Department has appointed Assistant Chief Scott McVoy to interim chief effective Aug. 21, 2025. McVoy has spent 18 years in law enforcement, serving 14 years with the same department. He is a graduate of the FBI National Academy and the Southern Police Institute. McVoy received a bachelor’s degree in criminal justice administration from CSU.
