Christopher Carter
Christopher Carter was elected to serve a second term on the Board of Governors of the American Correctional Association (ACA). Carter began his career more than 30 years ago with the Texas Department of Criminal Justice as a correctional officer in Beeville, Texas. He currently serves as an international auditor for the ACA. Carter served on the first team to audit and accredit a prison facility in the Middle East (Dubai Central). He earned a master’s degree in criminal justice administration from CSU.
Christina Bedal
The CEO Times has recognized Christina Bedal for authoring the book titled “The Shark Effect: A New Framework for Understanding Workplace Instincts.” The book offers practical insights into leadership communication, responses to pressure and contributions to a shared mission. She is the founder and chief distributing officer of Leadership Legacy Co., where she provides resources to equip professionals with the leadership and development tools needed for today’s workplace. Bedal earned both a bachelor’s degree in business administration with a focus in human resources and a master’s degree in organizational leadership from CSU.
Patrick LaBuff
Patrick LaBuff has been included in Marquis Who’s Who. He has served as the founder and chief executive officer of Guardian Public Safety Services LLC, since 2025, where he leads the organization’s mission to enhance public safety operations and strengthen community protection across the U.S. He is also a professor at CSU, teaching homeland security and emergency management.
Steve Lester
The Woodstock (Georgia) Fire Department has appointed Steve Lester to deputy fire chief. He brings more than three decades of experience to the role and has a background in medical care, previously serving as a flight paramedic and a flight nurse. He is also an instructor for the Blue Card Command System, where he teaches incident management and command courses across the country. He received a bachelor’s degree in fire administration from CSU.
Jeffrey E. Lange
Jeffrey E. Lange has been named interim warden with the George W. Hill Correctional Facility. He is the administrator with the Delaware County (Pennsylvania) Medical Examiner’s Office and has held the role since 2022. He earned a bachelor’s degree in criminal justice administration and completed his Master of Public Administration degree, both from CSU.
Phillip Urrutia
The city of San Angelo (Texas) has appointed Phillip Urrutia to city manager. He will assume the role Aug 1. He has more than 17 years of municipal leadership experience and has served as assistant city manager for the city of Garland since 2022. He received his MBA with a focus on public administration from CSU.
David Van Son
The Atascadero (California) Department of Fire and Emergency Services has announced the appointment of David Van Son to fire chief. He will assume the role on Sept. 18. He is currently the battalion chief with the department and brings 37 years of fire service experience to the position. He is a 2014 CSU graduate.
Bruce M. Tucker
Pender County (North Carolina) Emergency Services has appointed Bruce M. Tucker to the role of division chief of fire. His fire service career spans over three decades, serving both as a volunteer and career firefighter. He has risen through the ranks from firefighter and paramedic to lieutenant, captain and battalion chief. He received a bachelor’s degree in fire administration from CSU in 2021.
